Students at HACC, Central Pennsylvania's Community College, have access to various work opportunities made centrally available through the Career Development & Transfer Services Office. The student employment program encourages the part-time employment of students who need income to help pay for their educational costs. HACC, Central Pennsylvania’s Community College believes that through the student employment program, students will gain the experience needed in the workplace or their field of study.

HACC strives to create a welcoming and safe environment for students, employees, and visitors. Therefore, initial background checks are performed on student candidates who are being considered for a job that is determined to have the possibility of having responsibility over minor children (17 and under) and/or responsible for handling money, inventory, or other valuable HACC property. The initial background check is completed prior to a student employment offer; hiring is contingent upon the results of this background check. PA Act 15 clearances (if applicable) are completed as part of the onboard process.

The initial background check and/or PA Act 15 clearances are paid for by the College. The Office of Human Resources pays for the initial background check, can run the PA State police clearance on behalf of the student, and can provide a payment code for the department of human services child abuse clearance. The mandated reporter training is free. At this time, we do not have access to provide payment codes for the FBI clearance to be completed, so students are asked to pay for this and provide a receipt to be reimbursed.

PA Act 15, also known as the Child Protective Services Law, “requires certain individuals to obtain clearances in order to be employed, be a resource parent (foster or adoptive), or be a volunteer with children. The purpose for requiring clearances is to provide employers and those selecting volunteers with information to use as a part of a larger decision-making process when determining whether to hire someone as an employee or select them as a volunteer.” Department of Human Services

As an institution of higher education that serves a significant College-in-the-High School population, if the student job description includes information about the possibility of students having responsibility over minor children (17 and under) then PA Act 15 clearances need to be completed along with an initial background check.

If a candidate has a criminal conviction that has a nexus with the duties of the position for which the candidate is being considered, a decision will be made by OHR in coordination with the hiring manager, on whether to continue with the hiring process.

 

 

Frequently Asked Questions (FAQ): International Student Employees: What International Students Should Know

All open student employment positions are posted on College Central Network (CCN). Students will activate their CCN accounts, search my school's jobs, and filter jobs by job type to student employment. Students can view the list of available jobs and read the descriptions. At the bottom of the posting is a link where students apply using the Student Application.

Once a student application is received, it is forwarded to the hiring manager for review. If a student is chosen for an interview and selected to be hired, onboarding documents will follow (please reference the next two questions below for more information about onboarding). The Social Security On-Campus Authorization Form will be attached to the onboarding e-mail. International students who do not have a social security number will need to do the following:

  • Fill out the top section.
  • Get their supervisor to fill out the middle section.
  • Forward it to International Student Services at internationalstudent@hacc.edu for a signature before taking it to the Social Security Administration.

Onboarding documents will include payroll information, employee rights and responsibilities, and an I-9 form. If applicable, an initial background check and PA Act 15 clearances may be required depending on the position. Yes! The Office of Human Resources, hr@hacc.edu, will assist with the onboarding, initial background check, and/or PA Act 15 requirements (if applicable).


Required forms:

An initial background check (if applicable): If the student's position requires an initial background check, the employee will receive an e-mail with instructions from our vendor, CBY, Inc., to complete an online form. A social security number, date of birth, legal first and last name, and primary e-mail address will be needed to complete the form.

PA Act 15 clearances (If applicable): To comply with the requirements outlined in Pennsylvania's Act 15, which amends Title 23 (Domestic Relations) of the Pennsylvania Consolidated Statutes, the College has identified specific employees who will need to obtain Act 15 certifications. Employer Rights and Responsibilities:

  • I-9 verification
    • The I-9 form is used to verify the identity and employment authorization of individuals hired for employment in the United States. For more information, please visit https://www.uscis.gov/i-9.
  • Payroll Forms
    • Direct deposit form: This requires a voided check using a checking account.
    • Local Earned Income Tax Forms: Employers with work sites in Pennsylvania are required to withhold and remit the local Earned Income Tax (EIT) and Local Services Tax (LST) on behalf of their employees working in PA.
    • W-4 Form: This form is required so an employer can withhold the correct federal income tax from your pay.
  • For payroll forms, PSECU is available to work with international students as they work closely with HACC and offer on-campus support. International students can find details to create an account here: PSECU International College Students
