HARRISBURG, Pa. – On April 2, 2024, the Board of Trustees of HACC, Central Pennsylvania’s Community College, adopted a $116-million budget for 2024-25.

The College’s 2024-25 budget includes an increase in tuition and cost-saving measures to offset a projected $1.7-million deficit. The budget does not include layoffs or furloughs.

“This budget reflects a long-standing practice of accountable budget stewardship, led by our HACC Board of Trustees’ pledge to leverage all available funding to best serve our students,” said HACC President and CEO John J. “Ski” Sygielski, MBA, Ed.D. “The budget, developed with input from all constituency groups, focuses on serving as many students as possible in a sustainable manner as we continue to address the ongoing impacts of COVID-19. HACC’s fiscal health, coupled with growing optimism about increasing student enrollment, provides our teaching and learning community the resources necessary for everyone associated with HACC to remain #HACCproud!”

Tuition

The 2024-25 budget includes a $3.7 million overall increase in tuition and fees over the 2023-24 budget. Sponsored tuition will decrease to $187.50 per credit, non-sponsored tuition will increase to $266.50 per credit and out-of-state tuition will increase to $360.75 per credit. Dual enrollment and College in the High School tuition will remain at $175 and $83.50 per credit, respectively. The budget does not include an increase in college fees.

Please note the tuition changes for the fall 2024 semester:

  • Tuition for sponsored students will decrease by $13.25 per credit.
  • Tuition for non-sponsored students will increase by $19.25 per credit.
  • Tuition for out-of-state students will increase by $35.75 per credit.
  • Tuition for College in the High School students will not change.
  • Tuition for dual-enrolled students will not change.

As a majority of HACC students are non-sponsored, part-time students, tuition will increase approximately $19.25 per credit for the average student.

To help students pay for their education, current and future students can apply for a variety of scholarships available through the HACC Foundation, including full-ride scholarships that cover 100% of the cost of earning a HACC credential. These funds do not need to be repaid by the recipients.

The HACC Foundation also provides funds to help students who need food, housing and clothing to make it easier for them to focus on their education.

Between July 1, 2022 and June 30, 2023, the HACC Foundation distributed:

  • $595,827 in scholarship funding to students
  • $34,769 in emergency assistance funding to students
  • $208,834 in tuition giveaway funding to students

Remaining Student Focused

Below are some examples of student success initiatives implemented at the College in 2023:

  • Served over 200 students from affinity groups for students who identify as men of color, sisters of color, Hispanic or Latino, LGBTQ+ or single parents
  • Addressed the basic needs of students in its Consultation, Advocacy, Referrals and Empowerment (CARE) Center through over 2,600 student interactions during the fall semester, such as Free Meal Thursdays and individual needs assessments and interventions
  • Served over 325 students in the Men of Color Initiative in addition to providing foundational studies classes for men of color at HACC and Harrisburg High School
  • Established the Johnson Controls Scholars Program to increase the presence of historically underrepresented groups in the skilled trades workforce
  • Implemented several critical strategies to promote student employment opportunities
  • Created workforce development high school programming for Dauphin County school districts to expand on the successful HACC York Campus Academy model
  • Served over 180 students who enrolled in general educational development (GED) classes
  • Installed five Mamava pod lactation units at the Gettysburg, Harrisburg, Lebanon and York campuses to better serve the needs of students
  • Established 58 in-person or remote New Student Orientation sessions and welcomed 1,241 new students to HACC
  • Provided tutoring services for 2,759 students

Cost-Saving Measures

The College will employ several cost-saving measures to address the deficit and remain fiscally responsible, including:

  • Reducing overtime, except in extenuating circumstances
  • Consolidating low-enrolled courses
  • Monitoring new hires for critically needed positions
  • Reducing debt service by $407,000 on the 2016 bond for the Bruce E. Cooper Student Center, providing an additional operating savings of $302,000 for the 2024-25 fiscal year
