HACC Elects Officers to Board of Trustees
HARRISBURG, Pa. – During its meeting on June 2, 2026, the Board of Trustees of HACC, Central Pennsylvania’s Community College, elected officers for 2026-27. Their terms begin on July 1, 2026.
The newly elected officers are:
● Jonathan Bowser, chair
● Elizabeth “Liz” Knouse, vice chair
● Marsha Krotseng, Ed.D., secretary
● Peter Wambach, treasurer
Bowser began his career in commercial banking before transitioning into economic development, where he served as CEO of the Cumberland Area Economic Development Corporation (CAEDC). Following his tenure at CAEDC, he co-founded Integrated Development Partners and Integrated Land Transfer in 2018. In 2021, he founded Steel Works Construction, where he continues to lead the company’s growth and strategic vision.
He was named to Central Penn Business Journal’s Power 100 from 2021 through 2024 and received the Harrisburg Regional Chamber & CREDC Entrepreneur of the Year Award in 2023. He has also been recognized as one of South-Central Pennsylvania’s 40 Under 40 and was named to City & State Pennsylvania’s Power of Diversity: Black 100 in both 2021 and 2022.
Bowser said, “I joined the HACC Board of Trustees to support and serve the more than 12,000 students and 700 faculty members who are dedicated to educating and training our future workforce. Community colleges like HACC are the backbone of our economy, providing accessible education, workforce training and career pathways that strengthen our communities. I am fortunate to play a small role in helping ensure our region remains competitive by developing the skilled talent needed to meet the demands of today’s marketplace.”
Knouse has more than 30 years of experience in early childhood education, workforce development, higher education and military family programs. She retired from the Department of Defense after a distinguished career managing Family and Morale, Welfare and Recreation programs for the U.S. Army and Air Force, culminating in service supporting the Pennsylvania National Guard and the U.S. Army War College.
Knouse currently serves in the Teacher Education Department at Shippensburg University, where she teaches future educators and supports initiatives designed to strengthen Pennsylvania's education workforce through extensive grant writing.
Krotseng has over 35 years’ experience in higher education. She was president of Bluefield State College from 2012-2018 and the first woman to hold that position. From 2007-2012, she was vice chancellor for strategic planning and executive director of the College Technical Education Council for the North Dakota University System. Prior to that, she held positions at Valdosta State University, the State College and University Systems of West Virginia and universities in Ohio, Connecticut and Mississippi.
An active member of the American Council on Education’s (ACE) Women’s Network Executive
Council, Krotseng also serves as a mentor to aspiring college leaders in the nationally recognized ACE Fellows program. She co-authored “Developing Executive Information Systems in Higher Education” and has authored or co-authored over 30 chapters and articles.
Krotseng said, “I believe in higher education's power to transform lives and communities and see that difference happening each and every day through HACC's commitment to ‘learning for all; learning for life.’”
Wambach is a HACC alumnus who started taking classes in 1964 - the year HACC was founded. He previously held senior-level state government positions, including 12 years as a member of the Pennsylvania House of Representatives.
“As a member of the first year class at HACC in 1964, I thought it was important for me to give back for providing me an affordable and quality education and to ensure that the same would be provided in the future to others,” Wambach said.

HACC Continues to Celebrate Spring 2026 Graduates
HARRISBURG, Pa. – HACC, Central Pennsylvania’s Community College, is proud to recognize 803 individuals who completed their associate degree, certificate of proficiency or diploma during the spring 2026 semester. Many of these graduates were celebrated at the College’s spring 2026 Commencement ceremony at the Giant Center in Hershey, Pennsylvania, on May 6, 2026.
