HARRISBURG, Pa. - HACC, Central Pennsylvania’s Community College, and the Harrisburg Area Community College Education Association (HACCEA) - the union that represents the faculty - held a negotiation session on Oct. 30, 2025. 

During the session, the College provided two proposals, including a last, best offer that reflects HACC’s continued commitment to fair compensation, fiscal responsibility and student-centered operations.

This offer included:

  • A minimum pay increase of 9.28% for full-time faculty in year one, followed by 3% annual increases in years two, three and four of the agreement.
  • The elimination of the current three-tier system for adjunct faculty, establishing a new, higher pay rate of $1,400.
  • Consistent and predictable salary increases for adjunct faculty of 3% annually over the life of the agreement - ensuring equity, stability and fairness in compensation.

The College believes that a faculty strike is imminent. We respect the rights of our faculty to express their concerns and to participate fully in the collective bargaining process, including engaging in a lawful strike. However, we are disappointed that this action will create disruption for our students - the very individuals that we are all here to serve.

HACC remains committed to maintaining academic continuity and minimizing disruption to instruction, while also preserving the College’s long-term goals and financial stability. The College believes the decision to strike disregards the fiscal challenges HACC currently faces, including significant state and federal funding uncertainties.

Despite these challenges, we encourage continued dialogue at the bargaining table and remain confident that both sides can work constructively toward a resolution that reflects mutual respect and a shared commitment to educational excellence.

The College’s goal remains clear - to reach an agreement that is fair, fiscally responsible and aligned with HACC’s core principles:

  1. Prioritizing student success
  2. Supporting the affordability of its offerings
  3. Providing all employees with comparable benefits
  4. Increasing wages for all employees while ensuring fiscal stability, as outlined in the College’s strategic plan
