HACC Statement on Negotiations with Faculty Union

HARRISBURG, Pa. - Despite a constructive negotiation session on Oct. 28, 2025, HACC, Central Pennsylvania’s Community College, and the Harrisburg Area Community College Education Association (HACCEA) were unable to reach a collective bargaining agreement. Both sides engaged in good-faith negotiations, and HACC is disappointed that the union has chosen not to accept its latest proposal.

The College’s offer includes a fair and competitive compensation package and excellent working conditions that support our students and employees. The College remains committed to reaching a fair and fiscally responsible contract that aligns with our core principles:

  1. Prioritizing student success
  2. Supporting the affordability of its offerings
  3. Providing all employees with comparable benefits
  4. Increasing wages for all employees while ensuring fiscal stability, as outlined in the College’s strategic plan 

The union’s current proposal, which includes a 17% wage increase over three years plus a $5,000 lump sum payment, would threaten these principles and make HACC unaffordable for many of our students and the communities we serve.

HACC’s primary goal is to reach a fair agreement at the bargaining table. We believe a strike would directly and negatively impact HACC students who work hard to reach their educational goals at the College. Since the union has stated a strike is imminent, the College has a responsibility to our students to prepare for this scenario, which includes plans to maintain academic and operational continuity.

The College looks forward to bargaining in good faith with the union at the next scheduled negotiation.
