Master Plan

A new ten-year College Master Plan was completed in June, 2005 by Joy, McCoola & Zilch Architects & Planners. The goal of the plan: "To develop an implementable College-wide facility master plan consistent with the mission, vision, and strategic goals of Harrisburg Area Community College" was achieved.

In October, 2005, a combined meeting of the HACC Foundation Board, HACC Board of Trustees, the President's Cabinet, and Master Plan Steering Committee began prioritizing projects to be implemented in four phases covering a ten year time frame. All upcoming projects are planned considering the suggestions and implications of the Master Plan. The Board of Trustees authorized FMD to proceed with corrective suggestions made in the Master Plan at its December 2005 board meeting. The most recent College Strategic Plan (CSP), 2005 through 2008, includes significant focus on facilities and campus environments resulting from recommendations in the ten year Facilities Master Plan (FMP) that may ultimately result in $220 Million worth of new construction, renovations and facilities maintenance projects.

In October, 2006, the HACC Foundation Board, HACC Board of Trustees, the President's Cabinet, Master Plan Steering Committee, a fund raising consultant from the Clements Group, and the developer, Powers & Associates, for HACC’s future mid-town Harrisburg site met to consider options, to update strategies for future growth (expected to be 20,000 head count by 2011 and 23,000 by 2015), and to approve several projects. Approval was granted to proceed with the renovation of the 130,000 gsf Harrisburg mid-town building (scheduled to open in July, 2007), and purchase of both the currently leased Gettysburg campus footprint and additional spaces within the commercial building complex.

Facility directors at all campuses are using the Master Plan Comprehensive Facilities Assessment audit report to address deferred maintenance items. This assessment was completed as a major part of the ten year, College-Wide, Master Plan, dated December, 2004. The Master Plan consultant team, Joy, McCoola, and Zilch Architects & Planners (Glens Falls, NY), were assisted with the Comprehensive Facilities Assessment by Benatec Associates, a mechanical, electrical, plumbing (M/E/P) consultant with site, civil, and environmental engineers (New Cumberland, PA). Others providing services included: The LA Group, with landscaping expertise (Saratoga Springs, NY); Grove Miller Engineering, with transportation expertise (Harrisburg, PA); and Alexander Building Construction, with cost estimating (Harrisburg, PA).
